Property Resale

The Upper Darby Residential Property Resale and Commercial Property Resale processes were established to protect property owners and their investment in Upper Darby. Any individual, entity, or corporation that owns real property within Upper Darby and desires to sell said property must first obtain a Resale Certificate from the Department of Licenses & Inspections as per Code 417-11 BBB. It is the responsibility of the agents to ensure that a resale certificate has been issued before the transfer of any property.

 

Residential Property Resale Certificates are for single family and duplex properties

Commercial Property Resale Certificates are for triplex and larger residential properties and all commercial (business) properties

 

The Property Resale Process includes an exterior inspection to determine the minimum standards of exterior of property maintenance are met, including but not limited to the safety of public walkways and a sewer lateral inspection to protect the community from waste water flowing out of cracked and broken sewer lateral lines. It is important to start this process early:

 

  • Applications must be completed, including non-refundable payment, before inspections can be scheduled. Incomplete applications will be rejected and returned to the applicant. The application review process will not begin until all sections of the application are completed and received.
  • All inspections must be completed, and any subsequent violations found must be corrected, prior to the Resale Certificate being issued. Depending on the outcome of inspections, you may need to hire a licensed and insured contractor to fix any violations. Licensed plumbing contractors can be found at https://www.phccweb.org/tools-resources/find-a-contractor/
  • Once all violations have been fixed by the seller and any additional paperwork has been completed correctly, then a Resale Certificate will be issued. This typically takes 7-10 business days. 
  • If a property is being sold “as is” a Conditional Resale Certificate, may be issued after a Buyers Acceptance Form is completed and notarized, and the fee paid. All violations must be corrected within one year of applying for the resale certificate.
