Biography

Michelle Billups has served as the secretary for Upper Darby Township Council since 2020

Ms. Billlups grew up in North Philadelphia and moved to Upper Darby in 2006. Initially moving to be closer to her house of worship, now Billups would not consider living anywhere else. She received a Bachelor’s degree from Duquesne University in History. She furthered her education by obtaining a Master’s Degree in Criminal Justice and Master’s Degree in Business Administration with a concentration in Health Administration.

Ms. Billups lives in the sixth district of the township with her cat, Simba. She has 1 son, 1 daughter-in-law, and has 4 grandchildren. She is a faithful member of Careview Community Church. 

Within the greater Philadelphia area she is a part of: 

  • Continuum of Care at the Office of Homeless Services in Philadelphia
  • Philadelphia Fight AIDS Education Month Quality Improvement at Temple
  • Facilitator for a women's self-care group
  • Media ministry and Children’s church at Careview Community Church
