PY50 CAPER - Draft for Public Comment

In accordance with Title I of the National Affordable Housing Act of 1990, P.L., 101- 625, and the regulations at 24 CFR Part 91.250, Upper Darby Township has prepared its Consolidated Annual Performance Evaluation Report (CAPER) for the period October 1, 2024 to September 30, 2025. The report information includes: 1) Details of funds received from HUD for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) Programs; 2) Summary of resources and accomplishments; 3) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan; and 4) Evaluation of the progress made in addressing identified priority needs and objectives. Upper Darby Township is making this report available to the public for comment between December 12-26, 2025. The report may be viewed online at www.upperdarby.org. Upper Darby Township will accept written comments via email to comdev@upperdarby.org, or by mail to Upper Darby CDBG, 100 Garrett Rd, Room 104, Upper Darby, PA 19082. Comments received before 4:00 p.m. December 26, 2025, will be considered. The CAPER will be submitted to HUD on or before December 29, 2025.

Adoption of Pennsylvania Statewide Programmatic Agreement

Upper Darby Township intends to adopt the Pennsylvania Statewide Programmatic Agreement for the Review of HUD-Assisted projects and programs subject to 24 CFR Part 58. By adopting the Agreement, the Township will be responsible for preparing an annual report to be submitted to HUD Region 3 Regional Environmental Officer and Field Environmental Officer, as well as to the PA State Historic Preservation Office. Said report will provide information on activities conducted throughout the year that were not subject to further review under the Programmatic Agreement. The agreement is available for review here:
