Homeowner Improvement Code Compliance Program (HICCP)
Upper Darby Township has an open application process for the Homeowner Improvement Code Compliance Program. In order to participate in the program, homeowners must meet certain eligibility criteria including: reside in the owner-occupied residential property with Upper Darby Township, meet annual income guidelines (set by the Federal Government) current with all property and school taxes and current with rubbish and sewer fees and own no other residential property.
The goal of the HICCP program is to give as many eligible homeowners the resources to make essential repairs. Repairs have been completed to over 4000 owner-occupied homes in Upper Darby Township. To find out if you are eligible call 610-734-7716 or contact us online.

First Time Homebuyer Program
As part of Upper Darby Township's goal to sustain neighborhoods, Upper Darby Township offers a First Time Homebuyer Program, funded by Community Development Block Grant Funds.
The First Time Homebuyer Program offers a maximum of $10,000 to eligible First Time Homebuyers. The definition of a "first time homebuyer" is defined as any household that meets the income guidelines as determined by the Federal Government and a "first time homebuyer" that has not owned a home within the past three (3) years. The same income guidelines that apply to the Home Improvement Code Compliance Program are used for the First Time Homebuyers Program. The total purchase price of the home may not exceed $200,000. The sole purpose of the property must be for owner-occupied homeownership and property must be located in Upper Darby Township.
