Michelle Billups, Council At-Large & Council Secretary

Michelle Billups is a social worker, educator, and elected public official with a strong commitment to equity, advocacy, and community-centered leadership. She currently serves as a Township Council member in Upper Darby, where she works to advance policies that promote transparency, public health, education, and inclusive community development. Michelle's public service is informed by years of hands-on experience working with justice-involved individuals, including both young men and young women navigating systemic barriers, trauma, and limited access to opportunity. She approaches this work through a strength-based, trauma-informed lens that centers dignity, accountability, and resilience.
Michelle's commitment to service is deeply rooted in her family and faith. She is the mother of one and the proud grandmother of three, roles that ground her leadership in care, responsibility, and long-term vision. She is deeply involved in her church, where faith and service guide both her personal and professional life. Following her father’s passing in 2025, she stepped into the role of matriarch of her family, a responsibility that has further shaped her leadership with compassion, steadiness, and purpose. Whether in the classroom, the community, or the council chamber, she leads with integrity, empathy, and a belief in collective strength.
