Upper Darby Township is in the process of preparing its Five-Year Consolidated Plan for submission to the U.S. Department of Housing and Urban Development (HUD). We have engaged the firm Mullin & Lonergan to assist us in this endeavor. The Consolidated Plan will serve as a blueprint for the expenditures of federal HUD funds in the Township from October 1, 2026, to September 30, 2031.
Survey: Community Needs Survey
The Consolidated Plan is a comprehensive planning document and application for funding that helps entitlement communities assess their affordable housing and community development needs. It also evaluates market conditions to make data-driven, place-based investment decisions. The plan serves as a framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from several HUD programs.
As part of this five-year planning process, Upper Darby Township seeks to identify the housing and community development needs for low-moderate income persons and households, as well as persons with special needs such as disabilities, substance misuse, behavioral and physical health, the elderly, etc. Your participation in this planning process is important for the Township to develop an accurate strategy that addresses the priority needs of residents.
