MAYOR ED BROWN DECLARES INCLEMENT WEATHER EMERGENCY IN UPPER DARBY TOWNSHIP

Upper Darby Township, PA — Mayor Ed Brown has declared an Inclement Weather Emergency for Upper Darby Township in anticipation of hazardous winter weather conditions impacting the area.

The Inclement Weather Emergency will begin at 8:00 p.m. on Saturday, January 24, 2026, and remain in effect until 8:00 p.m. on Monday, January 26, 2026. This declaration may be extended as conditions demand.

During the declared emergency, all emergency snow route restrictions will be in full force and effect. Parking on designated emergency snow routes is prohibited to allow for snow removal and emergency response operations. Vehicles parked in violation of these restrictions may be ticketed and/or towed in accordance with Township regulations.

Residents are urged to use caution, limit travel when possible, and comply with all posted snow emergency signage. The Township will continue to monitor conditions and provide updates as necessary through official communication channels.

Trash and Recycling Collection Update

Due to inclement weather impacting roadways and alleys, Upper Darby Township will suspend trash and recycling services on Monday, January 26, 2026. 

During this time, Township trash trucks will be assisting with major snow removal efforts at Public Works and other Township facilities. 

Trash and recycling collection is expected to resume on the regular schedule on Tuesday, January 27, 2026. 

Residents are asked not to place trash or recycling at the curb on Sunday evening, as crews will still be actively engaged in snow and weather-related cleanup. 

*Updated Code Blue Alert Shelter Coverage  

Delaware County has issued a Code Blue notification for excessive cold temperatures from January 24, 2026, through January 30, 2026.  

In response, Upper Darby Mayor Ed Brown announces that the Township, in partnership with Breaking Bread Community Shelter of Upper Darby, will provide shelter for 24 hours (day and night) on Sunday, January 25, 2026, and Monday, January 26, 2026. Hours of operation will for individuals for the following times and dates:  

  • Sunday, Jan 25, 2026, and Monday, Jan 26, 2026- 24 Hours (Day & Night) 

  • Tuesday 7 pm, Jan 27, 2026, to Wednesday 7 am, Jan 28, 2026 

  • Wednesday, 7pm, Jan 28, 2026, to Thursday, 7am, Jan 29, 2026 

  • Thursday 7 pm, Jan 29, 2026, to Friday 7 am, Jan 30, 2026

SEPTA Update: Due to the inclement weather, the tree trimming originally scheduled to take place this Sunday, January 25th is cancelled. 

Therefore, regularly scheduled trolley service will resume as normal.

Here in the Philadelphia area and across the country, the Red Cross is placing shelter teams on standby and moving supplies as necessary. Shelters could be opened to support stranded travelers or serve as community warming centers in the event of power outages. In addition to snow and ice, the storm will also bring extreme cold, with single-digit temperatures and below zero wind chills expected across many states.
Meanwhile, the blood supply remains at critically low levels. We expect the winter storm to force widespread blood drive cancellations, leaving hundreds of blood donations uncollected locally Sunday and Monday. We encourage everyone to book an appointment now to give blood after the storm is over by visiting RedCrossBlood.org.

Per Upper Darby Township Ordinance No. 3096 of 2021, the Township’s Property Maintenance Code

Section 302.3.1 Snow Removal.

The owner, the owner's agent or tenant's property manager of any building or premises shall not later than 24 hours after snow has ceased to fall clear a path on the sidewalk of said property or premises. Such path shall be not less than 36 inches in width and shall be thoroughly clear of snow and ice. In any case where the building premises is leased by or occupied by a single tenant, the tenant shall also be liable for removal of snow and ice as provided in this subsection. Vacant or unoccupied buildings are not exempt from this section.

Section 302.3.2 Snow Disposal.

Snow or ice removed from sidewalks or other areas shall not be placed in the gutter, sidewalks or streets. If there is no front yard, such snow and ice shall be placed on the area of the sidewalk adjacent to the curb line.

What is a Snow Emergency?

There may be times when the falling and accumulation of snow and ice upon the streets of Upper Darby Township constitutes a significant danger to the safety and wellbeing of residents and/or people traveling within the Township. At that time, a determination will be made by the mayor of Upper Darby Township to declare a "Snow Emergency" for the Township. The factors that will be taken into consideration for the declaration of a snow emergency are the severity of the storm, ice, forecasted conditions, information received from the Upper Darby Police Department, and the Governor's declaration of a State Snow Emergency.

How Will I Know If a Snow Emergency Has Been Declared?

What to expect during a Snow Emergency?

During a snow emergency, the Township’s responsibility is to clear all the snow and priority routes. We are expecting approximately more than 12-inches of snow, so please be patient if your street is still not plowed. The crew’s priority is to clear all the snow emergency routes and will be taking care of the other routes after.

What is a Snow Emergency route?

These are the main "connecting" roads throughout the township that are essential for travel, those that are needed for access for emergency vehicles and those that are needed for access to schools. These routes must be clear when there is a winter storm so that snowplows can pass through. Snow emergency routes are marked with large red signs reading “Snow Emergency Route” in white letters.

What happens if my vehicle is parked on a street that is designated a snow emergency route, and a snow emergence is declared?

If your vehicle is parked on a street that is designated as a snow emergency route, and snow emergency is declared, you must move your vehicle, or it will be towed.

What Do I Do If My Vehicle Is Towed?

If your vehicle is towed, go to the Upper Darby Police Station located at 7236 West Chester Pike. At the Station, they will direct you to the location where you can retrieve your vehicle. All expenses associated with the removal of your vehicle are the responsibility of the owner and must be paid to the authorized towing contractor before you may retrieve your vehicle.
