Upper Darby Township is seeking a knowledgeable and detail-oriented Right-of-Way (ROW) Inspector to oversee the use, maintenance, and restoration of public rights-of-way—including streets, sidewalks, curbs, and utility access points. The ROW Inspector ensures all permitted work complies with Township codes, Pennsylvania’s MS4 stormwater regulations, and public safety standards. This role involves regular field inspections, enforcement, documentation, and coordination with contractors, utilities, and internal departments. 

Key Responsibilities: 

  • Inspect construction, utility, and restoration work in the ROW before, during, and after permitted activity. 
  • Enforce Township ordinances, issue violation notices and stop work orders as needed. 
  • Support MS4 compliance through field inspections, reporting, and enforcement. 
  • Coordinate with contractors, utilities, and Township departments to ensure safety and code adherence. 
  • Monitor surface restoration for compliance with compaction, paving, and concrete standards. 
  • Maintain detailed inspection logs, documentation, and digital records. 
  • Respond to public concerns and educate contractors, residents, and businesses on ROW regulations. 

Qualifications: 

  • High school diploma or GED required. 

  • Minimum 3 years of experience in construction inspection, public works, utilities, or a related field. 

  • Certifications (required or must obtain within 5 months): 

  • ATSSA Flagger or Traffic Control Technician 

  • PA LTAP courses 

  • PA DEP Stormwater BMP Inspection Training or equivalent 

  • Valid PA Driver’s License 

  • Strong knowledge of construction practices, ROW regulations, and stormwater compliance. 

  • Proficiency with inspection/reporting software, Microsoft Office, GPS tools, and digital cameras. 

  • Excellent communication, organization, and conflict resolution skills.
