Community and Economic Development: 2026-2030 Consolidated Plan

https://www.upperdarby.org/news/post/10600/

Upper Darby Township is in the process of preparing its Five-Year Consolidated Plan for submission to the U.S. Department of Housing and Urban Development (HUD). We have engaged the firm Mullin & Lonergan to assist us in this endeavor. The Consolidated Plan will serve as a blueprint for the expenditures of federal HUD funds in the Township from October 1, 2026, to September 30, 2031.

Survey: Community Needs Survey

The Consolidated Plan is a comprehensive planning document and application for funding that helps entitlement communities assess their affordable housing and community development needs. It also evaluates market conditions to make data-driven, place-based investment decisions. The plan serves as a framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from several HUD programs.

As part of this five-year planning process, Upper Darby Township seeks to identify the housing and community development needs for low-moderate income persons and households, as well as persons with special needs such as disabilities, substance misuse, behavioral and physical health, the elderly, etc. Your participation in this planning process is important for the Township to develop an accurate strategy that addresses the priority needs of residents.

A draft plan will be available for public display around July 1, 2026. Should you have questions about this survey please contact:

By Pennsylvania law, all dogs and non-feral cats older than three months of age are required to be vaccinated against rabies.

Upper Darby Township will be providing a limited number of rabies vaccinations to township dog & cat owners FREE of charge at our 2026 Pet Expo!

We are excited to welcome back Dr. Kimberly Bowers, and her team, from All Pets Veterinary Hospital of Drexel Hill to this year's Pet Expo!!

In addition to the rabies vaccines, Dr. Bowers will also be offering the following:

Pet owners are encouraged to bring their most recent proof of vaccinations so that 3-year Rabies and Distemper vaccinations can be offered (price remains the same as 1-year vaccines).

CAT OWNERS: Cats will need to be in a secured carrier.
ALL PET OWNERS: Carriers, Collars and Leashes need to be secure and escape proof.

All shots will be administered in an enclosed space to avoid any possible escape.

*Free rabies vaccination only available to pets of current Upper Darby residents (limit of 4 pets per household). There are a limited number of vaccines available, so please register in advance to secure your spot.

Advanced registration is required for vaccinations and/or microchips

PET OWNER RESPONSIBILITIES
  • All dogs and cats 12 weeks of age and older must have a current Rabies vaccine.
  • Rabies vaccines are only recognized as valid if administered by a licensed veterinarian.
  • The Rabies Certificate is considered proof of vaccination (not a receipt, collar tag, or general vaccine certificate)
  • Pets must be revaccinated every 1 to 3 years (determined by the vaccine manufacturer's schedule).

Note: Dogs receiving a 1-year Rabies vaccine must have their booster on or before the next due date to receive a 3-year vaccine.
If even one day late, by law another 1-year vaccination must be given.

VIOLATIONS

Preventing the spread of the Rabies virus is a matter of public safety. Even indoor-only cats can be at risk, most commonly from bats entering the home - they're an irresistible prey for any feline! We're happy to help keep your pet (and you!) protected.
