  1. The Planning Commission meeting that was scheduled for Monday, March 9th, 2026, is now canceled. The next Planning Commission meeting will be held Monday, April 13, 2026, 7pm, Second Floor Meeting Room of the Municipal Building, 100 Garrett Rd. Upper Darby, PA 19082.
  2. Additional Meeting: Council Finance & Appropriation Committee Oversight Hearing is now Monday, March 9th, 2026, at 7PM in the Council Chambers, Second Floor Meeting Room of the Municipal Building, 100 Garrett Rd. Upper Darby, PA 19082. The hearing will also be streamed at https://www.youtube.com/upperdarbytwp.
  3. Additional Meeting: CDBG/HOME/ESG - Public Hearing on Public Needs will be held on Monday, March 16th, 2026, at 6PM, Second Floor Meeting Room of the Municipal Building, 100 Garrett Rd. Upper Darby, PA 19082. This public hearing will be held to obtain the views and comments of individuals and organizations relative to housing and community development needs that may be addressed by CDBG, HOME, and ESG funds during the next five years. The hearing will also be streamed at https://www.youtube.com/upperdarbytwp. All interested residents, public agencies, and other interested parties are invited to attend the public hearing and present comments concerning housing and community development needs. Written comments can also be submitted until March 30, 2026 by email to comdev@upperdarby.org, by USPS mail to Upper Darby CED, 100 Garrett Rd, Room 104, Upper Darby, PA 19082. Public comments may also be made online at: www.upperdarby.org/CommunityNeedsSurvey52 ending on March 30, 2026.

Upper Darby Township utilizes the Delco Alert System to provide important updates to residents. A Delco Alert is an emergency notification system that cautions Delaware County residents regarding impactful events. Upper Darby Small Business Empowerment Hub Sign Up Information

The Hub is designed to support aspiring entrepreneurs and existing small business owners by connecting them with experts who provide technical assistance. Services include business planning support, financial systems implementation, marketing and sales strategy development, digital presence enhancement, and staffing and operational guidance.

The Upper Darby Community & Economic Development Department remains committed to creating and retaining successful small businesses that contribute to a strong, stable, and inclusive local economy.

In addition, a Small Business Grant Program will be introduced later this year as part of the Township’s continued commitment to supporting entrepreneurs.

Upper Darby Township is in the process of preparing its Five-Year Consolidated Plan for submission to the U.S. Department of Housing and Urban Development (HUD). We have engaged the firm Mullin & Lonergan to assist us in this endeavor. The Consolidated Plan will serve as a blueprint for the expenditures of federal HUD funds in the Township from October 1, 2026, to September 30, 2031.

Survey: Community Needs Survey

The Consolidated Plan is a comprehensive planning document and application for funding that helps entitlement communities assess their affordable housing and community development needs. It also evaluates market conditions to make data-driven, place-based investment decisions. The plan serves as a framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from several HUD programs.

As part of this five-year planning process, Upper Darby Township seeks to identify the housing and community development needs for low-moderate income persons and households, as well as persons with special needs such as disabilities, substance misuse, behavioral and physical health, the elderly, etc. Your participation in this planning process is important for the Township to develop an accurate strategy that addresses the priority needs of residents.
