ARPA Independent Forensic Investigation Report Findings to be Presented at Upper Darby Town Hall

UPPER DARBY, PA: Mayor Barabann Keffer will be holding a town hall regarding the findings of the forensic investigation by a third party forensic accountant, Marcum LLP, a top national CPA (Certified Public Accountant) firm specializing in tax, audit, forensic, & advisory services. 

 

Marcum, who according to the Legal Intelligencer “best of 2021 rankings'' was awarded first place in overall accounting firms and forensic accounting, was engaged by Mayor Keffer’s administration in February of this year to run a forensic investigation regarding the management and accounting of ARPA funds disbursed to Upper Darby. It was important to Mayor Keffer that a nationally recognized and independent firm, with no prior ties to Upper Darby Township, conduct this investigation to give the public the utmost confidence in its results.                                                                  

 

“The accusations by some members of Council regarding ARPA funding awarded to Upper Darby have created an unfortunate atmosphere of mistrust and polarization for our community,” Mayor Keffer said. “Though evidence has never been presented to substantiate these claims, it is nevertheless critically important that we have a third party firm with Marcum’s track record and level of independent credibility presenting their findings so the public can be confident in how we handle their taxpayer dollars. It’s important to note that the delays in allocating our ARPA funds has already cost critical time and money meant for crucial improvements to the community.” 

 

Keffer continued, “I am not sure that the members of Council who are using these accusations to justify their delay in allocating the ARPA funds fully appreciate the unprecedented amount of stress, suspicion, and difficulty that they have created for our Upper Darby residents and employees. I am eager for everyone to hear directly from a highly respected and credible independent third party about the truth of what did and did not happen with the American Rescue Plan money.”

 

The town hall will be held on Thursday, May 19th, from 6:30pm - 8:30pm and will take place in the township meeting room at 100 Garrett Road, Upper Darby, PA. It will also be streamed live and accessible through our Youtube page linked above. Members of the press and public are encouraged to attend.
