UPPER DARBY TOWNSHIP

There will be a Council Meeting of Upper Darby Township on Wednesday, April 21, 2021 at 7:00 p.m. Due to current CDC recommendations, Council members will be participating remotely and the meeting will be streamed to the public via YouTube live: https://www.youtube.com/upperdarbytwp. The meeting can be also viewed on the Upper Darby Township Council’s Facebook page. Those who wish to provide public comment live at the meeting must register on the Upper Darby Township website www.upperdarby.org/council and you will be provided with a login code. Additionally, starting Tuesday, April 20, 2021 at 12 p.m. until Wednesday, April 21, 2021 at 7p.m., residents can call in to 484-393-5861 OR email their comments to comments@upperdarby.org with their name & address and they will be read into the record at the conclusion of live Public Comment for up to 30 minutes. Any comments not read into the record at that time will be sent to Council if received by 7 p.m. on April 21, 2021. There will also be a Public Hearing on proposed Ordinance No. 3092, followed by a vote and any other business that may come before Council at that time. Copies of this Ordinance are available for inspection at https://www.upperdarby.org. Public Comment for this Ordinance begins on Tuesday, April 20, 2021 at 12 p.m. and ends at the conclusion of the Ordinance’s Public Hearing. Ordinance 3092 is entitled:

AN ORDINANCE OF UPPER DARBY TOWNSHIP, DELAWARE COUNTY, PENNSYLVANIA, AMENDING THE UPPER DARBY ZONING ORDINANCE TO REVISE DEFINITIONS AND PROVISIONS GOVERNING FAMILY, GROUP LIVING QUARTERS AND SOBER LIVING HOMES; REPEALING ALL INCONSISTENT ORDINANCES OR PARTS THEREOF; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE

The Ordinance amends the Special Exception standards for Group Living Quarters to permit Sober Living Homes, including requiring fire sprinkler and alarm systems. The Ordinance amends the definition of Group Living Quarters (to 4 or more unrelated individuals with a disability) and Family (to include Group Homes) and defines Sober Living Home as a residential facility used by 4 or more individuals residing together voluntarily or by court requirement to recover from drug, alcohol, and/or substance abuse, and that does not include the current illegal use of or addiction to a controlled substance.
