The Parking Enforcement Department is responsible for the installation, maintenance, and repairs of all parking meters throughout Upper Darby Township and for the collection of parking fees and enforcement of all laws and ordinances pertaining to illegally parked vehicles.
The department also issues, files and prosecutes all citations for unpaid parking tickets with the District Justice. For all parking violations paid within seven (7) days the fine is $25.00. If paid between eight (8) days and thirty (30) days the fine is $35.00. Failure to comply will result in a citation being filed with the District Justice for failure to pay and will result in a summons and/or warrant of arrest. If found guilty of violating a parking ordinance the fine is $50.00 plus costs of prosecution and Township's attorney fees. Parking Enforcement also maintains/operates municipal parking lots; two of which are public pay lots. The rates for our municipal parking lots are $4 daily or $60 for a monthly spot.
Ultimately our goal is to provide safe, convenient and affordable parking for the Township community; to make our users contact with parking as pleasant as possible; and to operate as efficiently and fiscally responsible as possible.

Yes. There is no limit to the number of cards you can purchase.
Note: If you fail to remove the Park Card once the correct time has registered, it will continue to add time up to the posted time allowed on the meter. The meter will not register more than the posted parking time limit. You can add additional time to a meter with the Park Card by first inserting your card and adding the amount of time you want. If you still have time on your meter and wish to add additional time, first you must retrieve the unused time then insert the card again to add any additional time. If you receive an "Err" message, check to see if you are inserting the card properly. (The card must be right side up and the black arrow pointing into the meter.)
At any parking meter in Upper Darby Township.
Yes. You can always use US Quarters in the parking meters in conjunction with the Park Card to supplement the Park Card or instead of the Park Card.

No. You can use the Park Card until you have exhausted the money you put on it.
Unfortunately, lost or stolen cards will not be replaced. It is the responsibility of the individual. Please treat your Park Card like cash. Thank you for understanding in this matter. The Park Card is just like money. It does not guarantee or reserve a parking place for you, nor does it allow you to park beyond the posted "maximum time" on the meter.
The Park Card is extremely durable and able to withstand heat, cold and moisture. Since normal usage should not affect your Park Card, no refunds can be issued.
When you return to your meter and still have time left on the meter. Insert your card, first you will see the amount of money on your card flash then "REF" will flash indicating your refund is in process, then finally the amount of money on your card after the refund. Then remove your card.
There is a one time fee of $5.00 for each card. After you purchase the card you may return as many times as needed to add addition money to the card at no additional cost to you.
