Emergency Management comprises organized analysis, planning, decision making, and assignment of available resources to mitigate (Lessen the effect of or prevent), prepare for, respond to and recover from the effects of all hazards/emergencies.

The goals of Emergency Management are;

  • To save lives
  • To prevent injuries, and
  • To protect property and the environment if an emergency occurs.

There are four phases of Emergency Management

Preparedness
Building the emergency management profession to effectively prepare for, mitigate against, respond to, and recover from any hazard/emergency by planning, training, and exercising. Upper Darby has a very active team of emergency management volunteers that have been trained in these areas.
Mitigation
Taking sustained actions to reduce or eliminate long-term risk to our residents and property from hazards and their effects.
Response
Conducting emergency operations to save lives and property by positioning emergency equipment and supplies; evacuating potential victims; providing food, water, shelter, and medical care to those in need; and restoring critical public services.
Recovery
Rebuilding communities so individuals, businesses, and governments can function on their own, return to normal life, and protect against future hazards/emergencies

Emergency Management Coordinator

In 1980, William J. Gaul Jr. was appointed as Upper Darby Township’s Emergency Management Coordinator by Pennsylvania’s Governor Richard Thornburgh. Mr. Gaul continues to serve in that capacity.

Eastern Delaware County Emergency Management Council

In 2004, Mr. Gaul and Mr. Fiorito formed the Eastern Delaware County Emergency Management Council. This council consists of all Emergency Management Coordinators in Eastern Delaware County. This council meets quarterly to discuss training issues and how municipalities can assist one another during emergencies.

Additional meetings are held by the Delaware County Emergency Management Center every fifth Monday during the course of the calendar year.
