Upper Darby Township administers and enforces regulations related to door-to-door solicitation, peddling, and off-street retail sales within the Township.
These regulations are intended to protect residents, ensure transparency, and maintain public safety while allowing lawful solicitation activities to occur in accordance with Township requirements.
All solicitation activities are governed by Chapter 405 – Peddling and Soliciting of the Township Code.
No person may solicit, peddle, or conduct door-to-door sales within Upper Darby Township without first obtaining a valid license from the Township, unless specifically exempt under the code.
All individuals engaged in solicitation must:
• Obtain a license from the Township
• Carry their license at all times
• Present their license upon request to any resident or Township official
Failure to comply with these requirements is a violation of Township regulations.
The following individuals are currently licensed to conduct solicitation activities within Upper Darby Township for the 2026 calendar year (licenses expire December 31, 2026):

Residents are encouraged to request identification and verify that solicitors are properly licensed.
Door-to-door solicitation, peddling, and off-street retail sales are permitted only during the following hours:
• 8:00 AM to 7:00 PM
Solicitation outside of these hours is prohibited.
Residents have the right to prohibit solicitation at their property.
If a property displays a “No Solicitation” sign:
• No person (licensed or unlicensed) may solicit at that property
• Solicitors must immediately leave the premises upon request
• Solicitors may not attempt to enter the property
This requirement is strictly enforced.
All licensed solicitors must comply with the following:
• Must carry and present their license upon request
• Must not enter any dwelling without permission
• Must immediately leave if requested by the occupant
• Must not act in an aggressive, misleading, or deceptive manner
• Must not represent their license as an endorsement by the Township
• Must only sell or solicit what is listed on their application
• Must not use loudspeakers or create disturbances
• Must not obstruct sidewalks, streets, or traffic
Failure to comply with these rules may result in enforcement action.
Certain individuals and organizations may be exempt from solicitation licensing requirements, including:
• Individuals licensed by the Commonwealth of Pennsylvania (such as real estate, insurance, or securities professionals) only when acting strictly within the scope of that state-issued license
• Charitable, religious, civic, or nonprofit organizations that meet applicable legal requirements and provide proper documentation
• Individuals engaged in political canvassing or activities protected under the Pennsylvania Election Code
• Persons under 18 years of age engaging in small-scale sales such as candy, cookies, lemonade, or similar items
Important: State or professional licensing does not automatically exempt an individual or business from Township solicitation requirements. Contractors, home improvement companies, energy suppliers, solar companies, telecommunications providers, and other service-based or sales businesses are still required to obtain a Township solicitation license when engaging in door-to-door solicitation, marketing, or sales activities.
All exempt individuals must still comply with all other provisions of Chapter 405, including honoring “No Solicitation” signs and leaving any property immediately upon request.
Licensed solicitors are required to:
• Register with the Township on days they will be soliciting
• Provide their name, license number, and organization
This helps ensure accountability and tracking of solicitation activity.
To obtain a solicitation license:
• Complete the Solicitation Permit Application
• Provide all required information and documentation
• Submit the application to L&I
• Pay the required fee
Applications must be complete and accurate. False information may result in denial or enforcement action.
Violations of the solicitation ordinance may result in:
• Fines and penalties
• Civil enforcement proceedings
• Revocation or denial of license
• Additional enforcement action as permitted by law
Each day a violation continues may constitute a separate violation.
If a solicitor:
• Refuses to show a license
• Refuses to leave your property
• Acts in an aggressive or suspicious manner

Can solicitors knock on my door if I have a “No Solicitation” sign?
No. Solicitation is prohibited at properties displaying such signage.
What should I do if someone is soliciting without a license?
You may report the activity to the Township or contact the Police if necessary.
Can solicitors work at night?
No. Solicitation is only permitted between 8:00 AM and 7:00 PM.
