UPPER DARBY TOWNSHIP STORMWATER MANAGEMENT

Upper Darby Township, in response to the requirements of the U.S. Department of Environmental Protection Stormwater Management Program, as enacted by the 1987 Amendments to the Clean Water Act, have been diligently working to reduce the discharge of pollutants from outfalls, and to protect water quality in the receiving waterways.

Upper Darby Township lies within the Darby and Cobbs Creek Watershed, a watershed comprising of a 77.2 - square mile drainage basin which encompasses 31 municipalities within Delaware, Chester, Montgomery and Philadelphia counties. There are five Creeks that border and intersect the Township: Darby Creek, Cobbs Creek, Naylor's Run Creek, Muckinapetes Creek and Collenbrook Creek. Therefore, it is essential that the Township be a good steward in maintaining the integrity of these waterways.

The Township's goals are to:

1. Identify major outfalls and pollutant loadings
2. Detect and eliminate non-storm water discharges to the system
3. Reduce pollutants in runoff and control storm water discharges from areas within the Township

Upper Darby Township at a Public Meeting held on March 16, 2005 has adopted the Township's "Stormwater Management Ordinance" (Ordinance No 2945). All individuals, especially developers, are encouraged to practice Best Management Practices (BMPs) in dealing with stormwater runoff. The Ordinance can be viewed from the following links:

Educating and promoting public awareness on storm water impacts as well as, encouraging public participation to reduce pollutants into the storm sewers is an integral part of the Township's long-term plan. Please refer to the following links for further guidance and on how you can help:

for residents of the Darby-Cobb's Watershed

Pre-registration is required and RSVP's should go to Jeanne Waldowski at jeanne.waldowski@phila.gov (if you do not have email access, call 215-685-4945). This is a rain or shine event. Please register early, as space is limited.

The workshop will provide a brief overview of the rainwater cycle, the importance of storm water management at the property level, and how to install and use a rain barred. At the completion of the workshop, the first 50 households that pre-register for the seminar will be given a free 54 gallon Spruce Creek rain barrel.

A rain barrel collects and stores stormwater runoff from rooftops. By temporarily holding the stormwater runoff during a rain event, you can help add capacity to the city's sewer system and reduce sewer overflows to our creeks and rivers, our drinking water source. Also, the collected rain water lawns, gardens, window boxes or street trees. The Rain Barrel Workshop is a project of the Darby-Cobb's Watershed Partnership, whose mission is the protection and enhancement of the Cobbs Creek and its watershed. Financial sponsorship is being provided by the Philadelphia Water Department. The Water Department and Fairmount Park will be redirection stormwater runoff into green spaces and restoring the creek itself over the next two decades. Your participation in this workshop will assist us with making this project a sustainable success.

This workshop is being sponsored by the Philadelphia Water Department in partnership with The Darby-Cobb's Watershed Partnership, Weed & Seed Program of Upper Darby Township, Upper Darby Township, and Millbourne Borough.
