_ HOME RULE CHARTER Upper Darby Township is classified as a First Class Township operating under the Pennsylvania Home Rule Charter. The original Home Rule Charter for Upper Darby Township was adopted May 21, 1974. The Charter which follows is the current Township Charter as amended through Ordinance No. 2714, adopted January 20, 1988.
