_ CHIEF ADMINISTRATIVE OFFICER The Chief Administrative Office (CAO) of Upper Darby Township, a full-time position, is responsible for administering Township operations. The Chief Administrative Officer is appointed solely on the basis of executive and administrative qualifications. The Chief Administrative Officer serves as the deputy to the Mayor and directs such departments, agencies, and activities as delegated by the Mayor.   The CAO's official function is detailed in the Administrative Code and the Home Rule Charter.   Contact Information Thomas J.
