Mayor's Budget Message 2012
The 2012 preliminary budget projects increases in four main categories: police, workers compensation, insurance and fuel. In addition, the budget provides for staff reductions and employee contributions towards health care for approximately half the work force. These are difficult times and I am trying to lessen the tax burden on our residents while maintaining the high level of services we have come to expect from Upper Darby Township.
The Township faces the same economic impacts as national, state and county governments. The Upper Darby Charter requires that we provide a balanced budget with a reasonable fund balance for emergencies and security of our community. As Mayor, my administration reviews expenses and revenues on a daily basis to protect your money as wisely and prudently as possible.
Our two sources of income are state mandated property taxes and fees associated with services, sales and applicable permits and licenses, all of which have had significant reductions due to economic conditions.
The Township's essential public safety activities accounts for approximately 55% of the General Fund Budget additions, while contributions to the volunteer fire companies and library costs represent the other expenditure increase in the 2012 budget. The budget, as stated above, also represents the cut of non-bargaining unit positions.
This budget includes a $20.00 annual increase of the sewer rental fee; the current charge is $185.00 per residential unit. This increase brings the annual fee to $205.00 per residential unit. These funds are used to repair and improve the Township's aging sanitary sewer system which was severely stressed during the most recent storm events.
The proposed budget continues twice-weekly trash pickup during the summer months. As promised, there will be a change to the recycling schedule to resolve the missed recycling collections during holiday weeks for Area 1 and Area 2 north of Garrett Road. Residents are urged to review the trash and recycling calendar when it is mailed in December; however, a short explanation to the changes is as follows:
- When a holiday falls on a Monday, Monday's trash and recycling route will be picked up on Wednesday of that week.
- The Area 2, north of Garrett Road whose recycling is normally picked up on Wednesday will be picked up on Tuesday of the holiday week.
The Tuesday trash and recycling route schedule is not changed.
- The Area 1 north of Garrett Road whose recycling is normally picked up on Wednesday will be picked up on Friday of the holiday week.
The Friday trash and recycling schedule is not changed.
The proposed budget calls for no cuts in municipal services. Based upon the total Township budget funding requirements, the real estate tax will increase $.85 for every $1,000.00 of your property assessment.
