Emergency Management Coordinator

In 1980, William J. Gaul Jr. was appointed as Upper Darby Township’s Emergency Management Coordinator by Pennsylvania’s Governor Richard Thornburgh. Mr. Gaul continues to serve in that capacity.

Deputy Emergency Management Coordinator

In 2002, Mr. Lou Fiorito was appointed by Upper Darby Council as Upper Darby’s Deputy Emergency Management Coordinator. Mr. Fiorito still serves in that capacity. The Deputy Emergency Management Coordinator has been designated to function in case the primary Emergency Management Coordinator is not available.

Eastern Delaware County Emergency Management Council

In 2004, Mr. Gaul and Mr. Fiorito formed the Eastern Delaware County Emergency Management Council. This council consists of all Emergency Management Coordinators in Eastern Delaware County. This council meets quarterly to discuss training issues and how municipalities can assist one another during emergencies.

Additional meetings are held by the Delaware County Emergency Management Center every fifth Monday during the course of the calendar year.
